AVEVA Enterprise License Manager gets stuck while Activating a License

SUMMARY

When activating a license online in the AVEVA Enterprise License Manager, the activation results in the following error:

When activating a license in OFFLINE mode, the process get stuck in the Pending Activation state after uploading the “receive” activation file:

CAUSE

This issue can be the result if the digital certificates were invalid for the file at C:\Program Files (x86)\Common Files\ArchestrA\Licensing Framework\License Manager\LMWeb.App\bin\FlxCore.dll.

CAUSE

This issue can be the result if the digital certificates were invalid for the file at C:\Program Files (x86)\Common Files\ArchestrA\Licensing Framework\License Manager\LMWeb.App\bin\FlxCore.dll. When a computer is connected to the internet, and the Turn off Automatic Root Certificates Update policy is set to Not configured or Disabled, it will automatically obtain the latest root certificates from the internet. Otherwise, the computer might not have the necessary root certificates for AVEVA Enterprise License Manager to work.

A list of policies currently enabled on the computer can be obtained by typing “Run” from the start menu and entering gpresult /h report.html in the Run prompt.  Locate the Report.html file in the current directory and look for the policy on the report.

This tech note provides instructions to install the missing certificates.

PROCEDURE

The missing certificates actually get installed regardless of the setting of the group policy; they’re just hidden. If you have that policy set to Enabled when you install System Platform, those certificates will not show up in the list of trusted root certificates, and the digital signature for that DLL file will be invalid.

Follow these steps to resolve the issue:

  1. If the policy was enabled locally, open the Local Group Policy Editor (gpedit.msc).  If it was enabled at the domain level, you will need to log in to the domain controller as an administrator, then open Administrative Tools > Group Policy Management (gpmc.msc).
  1. Navigate to Computer Configuration > Administrative Templates > System > Internet Communication Management > Internet Communication Settings > Turn off Automatic Root Certificate Updates.
  1. Click Edit Policy Settings.  Change the policy setting or either Not Configured or Disabled, then click OK.

NOTE: If the policy is already set to Disabled or Not Configured, it is possible that the

  1. Open File Explorer and navigate to C:\Program Files (x86)\Common Files\ArchestrA\Licensing Framework\License Manager\LMWeb.App\bin\FlxCore.dll.
  1. Right-Click and select Properties.  Select the Digital Signatures tab.  Verify the certification path includes the following paths by selecting Details.
  1. Switch back to the Group Policy Editor and reset the policy to its previous setting.
